Explain user levels and what their purpose is.

Overview

There are several user levels built into iMapInvasives with each level gaining more access to information available in the database. User levels are cumulative – each higher step gains additional functionality while also inheriting the permissions of lower levels. Typically, each step up in the hierarchy gains more access to data entry, query capabilities, or dowloading privileges. Each agency/organization can have several members with different user levels, but only top-level program managers or directors have the greatest access (Levels 8 and 9).
